Poor, poor Ho-Oh. You debuted in the very first episode of the anime and sparked so many rumours, and yet you've never gotten a movie of your own.
This sheet was likely made as a reference for the OP animators during the time of Johto, or possibly for the fairly large cameo that Mew played in the 8th movie when it was transformed as a Ho-Oh. Either way, it's the only sheet this poor legendary bird got.
